CWSL 2008 RULES

FIFA Laws shall apply to all players, substitutes, coaches, and bench personnel for all cautionable and sending-off offenses. 

The official FIFA “Laws of the Game” shall be used except when modified by the following:

1.  Field of Play:

A.        Team bench areas will be on the same side of the field, separated by the midfield line.

B.        The spectator's area will be on the opposite side from where the teams are.

C.        Portable goals must be anchored, according to proper guidelines.

D.        There will be no advertising allowed on goal nets.

2.  The Ball:

A.        Ball size: U10 thru U12 - four (4).  U13 thru U19 - five (5).

B.        The home team is responsible for providing a minimum of three game balls. The referees will make the decision on the official game balls. 

C.        It is suggested that the Home/Host team provide ball persons. If there are no ball persons, then the extra balls shall be placed beside each goal.

3.  Number of Players:

A.         Guest Players: The Central Wisconsin Soccer League allows the use of “guest” players for league games under specific guidelines.  A guest player must be a player who is a registered player within their club and a member of a team that plays in the CWSL League.  Players from “tournament only” teams cannot be used as a guest player. .  The guest player must be of the same or younger playing age of the team that they are guest playing with.  Under no circumstances will a player be allowed to “play down”.  The coaches for both teams must agree to the playing opportunity and the coach of the guest player must provide the coach of the team utilizing the guest player with the player card for referee inspection.  Male players may not be guest players on a female team; however, female players may be guest players on a male or coed team.  In the event that there are simultaneous games being played, a player may not play in both games.  With the coach’s permission, a player may play as a guest player in a game scheduled on the same night but scheduled for an earlier or later time. The coach requesting use of a guest player must also obtain permission from the parent(s) of the guest player.  The use of guest players should only be used when a team may not be able to field a team due to absence of players, (illness, vacation or similar excused absences).  No more than three (3) guest players may be utilized in a single game.

B.        A match is played by two  teams each consisting of the following; one of whom is the goalkeeper:

C.        The referees will allow 15 minutes after the scheduled game time to abandon a game. The league commissioner will decide if the game is to be replayed or forfeited.

D.        The number of substitutes is unlimited, however, all substituting and exiting, when allowed, must be made at the midfield side of the team bench areas.

E.        Substitutions permitted:

        U10 thru U12 - At any stoppage.
        U13 thru U19 -
1.                  If the team taking the throw-in is going to substitute, all substitutes from both teams standing at the halfway line may enter upon the referee's consent. 2.                  Either team may substitute on a goal kick, injury stoppage, or restart after a goal. Injured player: when stoppage of play is called by the referee, the injured player must be substituted for. 

F.         Rosters: Coaches must make rosters with player jersey numbers available to referees prior to each game. The referee will retain the roster for his/her records.  Guest players must be included on the roster. USSF roster number guidelines will be used for game day rosters. They are as follows:

U10 – 11 player maximum

U11- U12 – 14 player maximum

U13 – U19 – 18 player maximum                                

Over rostering will not be allowed on game day. Coaches allowing more than the roster maximum to dress for and play in a game will be subject to penalty.
This is an insurance issue. Dressing more than the maximum results in everyone involved with that game to lose any and all liability coverage provided by WYSA.

4.  Players Equipment:

A.        Each coach is responsible for insuring that his or her players are properly equipped prior to start of the game.

B.        Prior to and during the game, shirts shall be tucked in shorts.

C.        The referees shall determine whether or not a player’s equipment is acceptable.

D.         No hard or soft casts are allowed per Wisconsin Youth Soccer Association rules.

E.     Undergarments appearing outside the uniform need to be the same color as the uniform.

F.     Sleeveless jerseys will not be allowed.

G.     Advertising – players will not be allowed to display any kind of advertising or statements on their jersey or underneath their jerseys.

H.     Players who pull their jersey over their head will be subject to penalty.

5.  Referee:

A.        All referees must be United States Soccer Federation certified at Level 8 or higher.  

B.        The three person/diagonal system is mandatory. 

6.  Assistant Referees:

A.        If the home team fails to provide three referees (the assistant referee(s) may be club lines-persons), the home club must notify the club’s referee assigner. 

B.        Repeated incidents of using uncertified club lines-persons can result in forfeiture of games.

C.        Club lines-person(s) will be noted on the CWSL game card.

D.        U10 - Not required (the two assistant referees may be club lines-persons). 

7.  Duration of Game:

                U10:                25 minute halves

                U11 & U12:     30 minute halves

                U13 & U14:     35 minute halves

                U15 & U16:     40 minute halves

                U17 thru U19: 45 minute halves

A.        Half-time is a maximum of ten minutes.

B.        Coaches may elect to shorten playing time to 30 minutes per half in the case of a double header or for safety concerns.

8.  The Start of Play:  

U10 thru U12 - Conform to FIFA with exception that opponents remain at least eight (8) yards from the ball until the ball is kicked.
U13 thru U19 - No changes.

 9.  Ball in and out of play:   No changes.

10. Method of Scoring:   No changes. 

11. Offside:  

U10 - None. 
U11 thru U19 - No changes.

However, we encourage each coach and referee to review the laws/rules regarding offside.

12. Fouls and Misconduct:  

U10 thru U12 - Conform to FIFA with the exception that an indirect free kick is awarded to the opposing team at the center spot on the halfway line if a goalkeeper punts or drop-kicks the ball in the air from his/her penalty area into the opponents penalty area.

The CWSL will utilize the following regarding yellow/red cards:

A.        Yellow cards received during regular season or playoff games must be counted.

B.        Once a player has accumulated three yellow cards during the regular season, the minimum penalty is the player suspended for the next league game.

C.        Once the player accumulates five yellow cards, the minimum penalty is the player suspended for the next two league games.

D.        All yellow cards must be reported to the CWSL, through the referees report and reporting on CWSL website.

E.         The accumulation of yellow cards is for the CWSL league and playoff games.

F.         Any player who receives a red card shall be suspended for a minimum of the next league game. Any further penalties shall be determined by the league commissioner.

G.        All coaching misconduct will be reviewed by the League Commissioner and disciplined from a reprimand up to and including expulsion from the league may be applied.

13. Free Kick:

U10 thru U12 - Conform to FIFA with exception that opponents remain at least eight (8) yards from the ball until the ball is kicked.
U13 thru U19 - No changes

14. Penalty Kick:   No changes.

15.  Throw-In:   No changes.

16.  Goal Kick:   No changes.

17. Corner Kick:  

U10 thru U12 - Conform to FIFA with exception that opponents remain at least eight (8) yards from the ball until the ball is kicked.
U13 thru U19 - No changes.
